: Hi Price. Sorry for the disagree, but that's not the case in this context. See my references below (I'm an electrician myself). Also, it could be low, mid or high voltage. Saludos/Regards!

I think 'touch' might be more appropriate than handle but of course it depends on your context. Devices through which electricity is conducted are said to be 'live'
