This is part of an appeal ruling in which the appellate judge ruled in favor of the appellant, annulling the decree of divorce in Brazil. I'm not sure how to translate the phrase in question. I thought of "decision in dispute" and "decision under litigation". Is there a more specific term?

Se não há uma tradução para o vernáculo, como podemos afirmar com certeza que seja isso ou assado? Neste sentido, toda e qualquer tradução do termo em questão é EXPERIMENTAL.
"Guerreado" está no rol das expressões forenses "abomináveis" do doutor em Direito e procurador regional da República, Paulo Queiroz. https://www.prolegis.com.br/expressões-forenses-abomináveis/ Encontrei vários artigos tecendo críticas ao uso do termo, mas nenhum que realmente esclareça o seu significado. Concordo com o rótulo atribuído porque "guerreado" me fez pensar em guerra e, por extensão, conflito.

"Guerreada" here has nothing to do with a "conflicting decision", it's just a legalese term for "appealed decision", nothing more than that. If you can't understand something as simple as that, I really think you shouldn't be translating complex legal texts.
Another legalese that judges love using is "sentença vergastada," which has exactly the same meaning. Here are your references:
"Sentença vergastada: 'vergasta' significa pequena verga, vara delgada e flexível usada para açoitar. O termo 'vergastada' significa golpe no qual se utiliza a vergasta. A expressão 'sentença vergastada' é sinônima à 'sentença recorrida'."

Please don't use "conflicting decision," otherwise you'll use a nonsense translation and will leave your US audience totally confused.
Finally, I don't know where did you get the idea that "decision under appeal" means "decisão sob agravo".

I interpret "decisão guerreada" as a decision that causes conflict/opposition between the parties, a "conflicting decision" so to speak.
