From the sample text provided, it seems there is an initial 24-month period during which the loan can be drawn down in chunks, so that (presumably) the full agreed amount would be drawn down by the end of that period, at which point the 15-year repayment begins. I think this would most commonly be referred to as a staged drawdown.
(I also googled "phased drawdown" but that seems to apply most commonly to pensions.
