El Real Decreto-Ley 23/2021, de 26 de octubre, por el que se adoptan medidas urgentes en materia de energía para la protección de los consumidores y la introducción de transparencia en los mercados de electricidad y gas natural. Entre las diferentes medidas adoptadas, se hacen aclaraciones sobre el mecanismo de minoración del exceso de retribución del mercado eléctrico publicado en el Real Decreto-Ley 17/2021. : As ezpz says, the PPA (an acronym that is in the source) is an 'agreement' or 'contract', so I might well think 'procurement' in this particular case is not the best option.
