"Dans ce contexte, le groupe participe au sein des groupes de travail concernés et de l’organe de gouvernance dédié aux travaux destinés à: augmenter la volumétrie de détection et développer l’accompagnement des personnes en situation de fragilité financière ; renforcer l’attractivité de l’Offre Clientèle Fragile pour en promouvoir l’équipement ; réduire la tarification en faveur de la clientèle fragile."

The context here is a section of a financial institution's social policy towards "personnes fragiles et vulnérables". My parsing of this language leads me to believe "en promouvoir l'équipement" is a reference to their offerings to Fragile Populations. Could 'l'équipement" in this sense be referring to "reinforcing" or "strengthening" these offerings. I unfortunately am not understanding any typical translation of the term in this context...

I think that "l’équipement" here could simply be the "the facility" or "service" so I agree with your own suggestions

Otherwise, I have about 15 EN glossary-entry translations for the term asked.
