I cannot find this in dictionaries. Linguee uses the term in a few example sentences, which suggest it means government department, or government unit etc. I just wanted to be sure.
The German sentence is:
Es ist ein Unding, dass Länderreferate von Geberregierungen mehr Einfluss auf die Entwicklung von Ländern haben als deren eigene Regierung.
My translation so far:
It is an absurdity that LAENDERREFERATE of donor countries have more influence on the development of countries than their own governments do.
Any ideas would be appreciated

Point taken, Tony, but however poor their general translation skills, such links can still prove useful for indicating patterns of preferences when it’s a matter of deciding which single term is most widely used. : Your link is to a pretty poor translation. "Section" would also work; the reason I didn't mention it above is that in a different context (possibly in the same text Markus is translating) it could be mistaken for "Abschnitt" (see "country section" hits).
