I've done quite a bit of work with these RSFP etc. systems, but I have to admit I've never come across this particular term before.

I would imagine it may be referring to the + and – 'bands' either side of the nominal parameters (voltage / frequency) — each of which amounts to one half of the overall adjustment band.

Note that if you have been using 'regulator' etc. for you other terms, you may find 'regulation' the better choice here; different authorities seem to prefer different terms here.

Large generating plants often use primary and secondary control in order to keep the alternators operating correctly within their operating zones; there are 2 distinct control loops, and quite often the secondary one is 'steered' remotely by the network manager (i.e. remotely from the actual production unit)

agree Jennifer Levey : Hmmm... Makes sense, in context. 'Agree', faute de mieux. A competent technical writer would perhaps have written (something like): "800 s. to sweep between the regulation range limits".

Le signal de commande envoyé aux groupes de production participant au réglage secondaire afin de modifier leur puissance de consigne prend la forme d’un signal NRSFP appelé « niveau de téléréglage » correspondant au ∆Pdi de l’UCTE (cf. §B.4 de l’Appendix 1 : « Load-Frequency Control and Performance » [i]). Ce niveau NRSFP est déterminé par l’équation suivante :

Après perturbation, le réglage précédent - certes essentiel - stabilise néanmoins le système dans une situation plus ou moins dégradée de deux points de vue : le transit des puissances d’interconnexion (entre la France et le reste de l’Europe) s’en trouve modifié et, surtout, la fréquence générale du réseau s’est stabilisée à un niveau sensiblement différent des 50 Hz normalement requis. C’est au réglage secondaire fréquence-puissance que revient alors la responsabilité de rétablir la situation.
Ce réglage consiste à déplacer la courbe (linéaire) de statisme précédente, parallèlement à elle-même, à l’aide d’un procédé dont la commande centralisée est dans les mains du gestionnaire des mouvements d’énergie. Il est, en effet, loisible à ce dernier d’opérer un tel déplacement, sur tous les groupes du système, entre les niveaux de consigne N = -1 et N = +1, autour du niveau N = 0 correspondant à la puissance de consigne « 50 Hz ». Il impose ainsi à ces groupes de parcourir leur bande de participation secondaire dans la proportion qu’exige la situation résiduelle du réglage primaire de fréquence. Les niveaux -1 et +1 représentent donc les bornes du déplacement de la droite de statisme à l’intérieur la bande de participation secondaire.
Cette bande n’a pas, en pourcentage de la puissance nominale (Pn) du groupe, la même valeur sur tous les types d’outils de production. À titre d’exemple, la demi-bande de réglage (-1 à 0 ou 0 à +1), traditionnellement désignée par Pr, vaut 5 % de Pn dans le nucléaire, 10 % dans le THF et peut atteindre 25 % dans l’hydraulique. La valeur totale du Pr requis, dans notre pays, est fonction de la demande globale de puissance à un moment donné. Elle peut atteindre 2 à 2,2 GW en pointe d’hiver.

I deduct from this that half-band refers to the available power reserve and not to frequency or voltage ranges, but is used to stabilize frequency, voltage and power factor in the grid.
