In this context I believe "announcement" is the best choice. This appears to be an announcement that applications will be taken for these licenses, so it is not a "granting" and it is not a "Call for Tender" or for bids. Here it is more like a notice that people can submit their applications.
"Convocatoria" is one of my favorite words. It can be translated so many different ways depending on the context; it is a classic example. I recall once having translated it three different ways on the same page out of the four times it appeared, and when I ran that past a couple of my colleagues they agreed.

Of course my favorite words are the ones that cause the most trouble. I've put a lot of effort into finding good translation solutions for them, so I feel a certain ownership of them. I also do not mind sharing.

Hi Henry. Indeed, that's the word I was using but it didn't seem like an "announcement" either... it seemed like a document that applicants could file whenever they wanted. But perhaps it is indeed an announcement of the new terms and conditions. Thank you for your explanation! |

I've adopted your suggestions and converted to the first person: I, Don.. HEREBY ASSERT that I am aware of and accept ...
But I think Henry's suggestion of "announcement" fits the context better. It's not a governement call for bids, it's a document outlining the terms and conditions for being granted a license, but the application process is initiated by the applicant seeking the license, and not requested by the government at a specific time.
Incidentally, I just noticed the name of the document is Convocatoria_Licencias_Generales_20111108.doc
So probably it is an announcement of new Terms and Conditions which future license seekers must abide by.
"Asserts to know" isn't good English. You could leave 'expone" out and just say "XX is aware of and accepts". Alternatively, depending on the context, it may be appropriate to use the first person: 'I, XX, am aware of and accept."
