I have searched the ProZ glossary and there are a few entries, but I have no idea which is approproriate in this context.

I think this is a good option, since rather than the literal translation "pledges without transfer of possession", many countries that have this type of pledge have chosen to call them "non-possessory pledges" when explaining them in English. Here are examples from Mexico, Argentina, Poland and the Netherlands (there are many others):

This article "International Asset-Based Lending Guide" from the Meritas international law firm has a section on Uruguay that explains its pledge law:
In Uruguay, pledges are used to secure accounts receivables, inventory and machinery and shares of stocks. Pledges may either be: i) Possessory Pledges (Prendas con desplazamiento) where the lender or a third party is required to maintain possession of the collateral and ii) Non Possessory Pledges (Prendas sin desplazamiento). Non-possessory pledges are created once the pledge agreement is registered. On the other hand, possessory pledges are created upon delivery.

I'm glad you found this useful. I also believe you could call this the "Personal Property Section" if you find the term "chattels" archaic. I've seen that in Canada security interests are registered on a "Personal Property Register"

Chattels/Movables Section, National Bills of Sale Registry
Bill of sale IMO is right. In the UK, the motor car etc. charged - chattel mortgaged - remains with the borrower/chargor, so does not move. The car owner can carry on driving it around.
Mobiliario has nowt to do with furniture in this context, but personalty/personal property or 'movables'. The only problem with the first two terms is that in EN a leasehold counts as a hybrid 'chattel real'.

Chattels Section, National Register of Pledges Without Transfer of Possession
That's how I have always translated it. The point being that if there is a pledge without transfer of possession the pledge has to be transferred in order to give notice to third parties who may purchase the chattel, etc.

I should add that with a pledge (not to be confused with a mortgage but of similar effect) there is no sale, no bill of sale, no agreement for sale.
Pledges are usually granted to banks as security for loans. Translating a load of this stuff at the moment.
