whilst we still haven't managed to close the gap between rich and poor
is the most common way of saying this
or similar to your own
while we still have far too many rich (and poor) people

the main problem is that, unlike other countries where there are a few rich people, here there are many rich people AND many poor, i.e. a huge gap or inequality between the two groups (and very few in the middle class/a very small middle class to help bridge the gap). So these are the "diferencias sociales" being referred to.

as long as there are too many rich people and too many poor people
I don't think the negative approach works in English, FWIW

: Don't think you can translate 'mientras' here as 'as long as' (siempre que, etc)//The 'other constructs' are all more accurate than yours. You ignore 'lograr que existir' completely.

well, I think the other constructs suggested are clumsy and unwieldy

until there is less inequality/are less rich people
One way to turn the sentence around -you could get rid of the "rich and poor" part and just use "inequality", "until there is less inequality and there is peace..." or go for the longer "until there are less rich people and less poor people and there is peace".
9 hrs
until the rich and the poor are fewer...
