One indication of the scope of the project is the fact that....

The structure here is *passive* and not a direct personal address. Thus, the Portuguese original, plus the fact that the text seems to be drawn from a formal written document, both argue for *not* using the personal "you."

I don't like to introduce 'you' if the document is not directed toward a particular individual. It shifts the "footing", as they call it in sociolinguistics.

So the translation would be:

"For an idea of the scope of the program: there are xxx favelas...'

Ah.. but that's precisely my reason for posting it. The source text is not directed toward "you"; introducing "you" changes the linguistic footing, which is bad writing.
