How about "street-savvy". Savvy has a slyer connotation than smart. One who is savvy knows what he can get away with.

Thank you for the reply, but I think the word "...the smartest..." is not the best word here, since "...vivo..." is not necessarily the 'smartest'. I consider "vivo" is closer to wily, clever, astute or something along those lines. "Smart" carries a positive connotation, while "vivo" does not. A subtle but important difference, I think.

The Law of the Jungle

or "every man for himself" - might serve your purpose.

As Kipling had it. I think this means just that, it's the "who dares wins" idea that the unscrupulous come out on top.
