To me, the sentence reads like this:<br>due to the continuously changing temperature in the tubes, the steel is also continuously changing from stress to relief - depending on the temperature.

This looks like a description of a heat exchanger or a heating or cooling device. The steel becomes distorted because its temperature changes non-uniformly. I suppose this allows the relief (partial, at least) of stresses that were initially present in the steel.
