From Bolivia, I get the idea that this is tobacco that is chopped up or chipped (a strange usage in English, isn't it?) for rolling. Is there a proper/correct/better way to express "tabaco desmechado" in English? Here is the text:
"Para propósitos del presente Reglamento, considérense productos del tabaco los cigarrillos, *tabaco desmechado para enrollar*, elaborados que se envuelven en hoja de tabaco y contienen tabaco sometido o no al proceso de curado...."

Interestingly, what most people probably know as "rolling tobacco"is also called "shag tobacco"--which is a more literal translation of desmechado.
Nevertheless, I'd recommend "rolling tobacco" rather than "shag" tobacco--even though I used to "roll my own" at one point in my life, I wouldn't have recognize the term until I went googling just now.
