This is in relation to office supplies. The only information I have is that it is paper, and comes on pack of 12 or 20 sheets. Could it be headed paper?

signature is a number (1,2 etc) you find on each "book" printing term (20 pages)
for example a book (a novel) may come in successive books (printing) this number helps when printing the first part will not come after the second.

quire
an old measure of quantity for writing paper, traditionally 24 sheets, and related of course to folio / signature, Collins-Robert gives 'cahier' as a link between them. (same root)
So I imagine it is referring to 'a packet OR pack of 24 sheets' (or so), being the only smaller unit quantity for paper used below a ream of 500 sheets (actually originally 480)
