That seems like a sentence fragment but now I understand it differently. It means that the X (whatever law was named in the previous sentence) CONTAINS THE GUIDELINES FOR [or REGULATES] the Circunscripción [which I don't understand--how can that be "international for a leglistature?]
I'm basing this on Alcaraz Varó's legal dictionary ...
