To translate civil society would be going beyond the text. Clearly civil society is composed of active organised citizens. But then how do you translated 'società civile'?

You could add "organized" too, but, if it's a "town", it's obvious that it has some kind of administration.

disagree Daniela Zambrini : maybe you confused "cittadine" (s.f.pl.)=towns with cittadini(s.m.pl)=citizens, in any case I think that they could not be millions, as the source text states

I understand your point, but activist doesn't necessarily implies protest or confrontation.
