"dependent" is for "personne comptée à charge"

What is referred to here are those young adults who for unspecified reasons file independent returns ("have NOT requested etc..")

Hello,

*n'ont pas demandé leur rattachement à votre foyer * = have not requested to be considered members of your household (for tax purposes).

You should use the present perfect (have not requested)
Also, I prefer the word "members" in US English, as that is that standard word.
