I think that companies that lean on this ISO certification thing should realise that somewhere in the product chain there will eventually be a freelancer working at a kitchen table, who will not be able to show that he is ISO compliant (and who will probably not be anyway).

As for the second proofreader, I believe that it is the agency's duty to take of that. The agency is in a much better position to obtain a quality proofread than the translator, because the agency has access to extensive resources whereas the translator only has spouses, friends and neighbours.

And of course, by declaring their certified status they mean to have established a working QA model of their own that itself should be self-sufficient. What struck me is the way the agency presents itself, unlike others that usually say they would properly verify/evaluate/etc. one's translation themselves, which isn't always the case.
