Completely bogged down in a legal opinion document about tax domiciles to avoid double taxation. The background is that Ms X (Spanish) lived in and was legally registered in Navarra for several years then went off to live in Andorra and returned to Navarra after another couple of years, only to find that the tax office in Catalonia was checking up and inspecting one of her companies in Barcelona and as such has required certain documents from the UK about the company. Ms X is obviously trying to stop this from happening (my take) and is convincing the tax authorities in the UK that as a legal resident and citizen of Navarra, the tax authorities in Catalonia have no powers to ask for this information.
