I think 阿 may be a typo? The phrase is:

温度の低い阿臨界温度のサブゾーンを設けるために....

In old documents and reference,' 阿'appears( or is sometimes used) instead of '亜’. Few people know about it though, (probably some elderly Japanese people still use it).
