The absolute dichotomy between "domestic offense" and "foreign offense" determined in Clause 7 of the Penal Code creates a comprehensive arrangement שאין בלתו , and which does not enable any "intermediate situation". The provisions of the law that anchor the interim agreement, and to which the appellant's empowered draws attention, do not derogate from this agreement and are geared entirely towards giving Israel's courts added relevant competence to discuss issues involving Israeli citizens who committed offences in the areas of the region, although these offenses are deemed to be "foreign offenses."

The term is usually used to describe G-d. There is none other than Him, in the sense of being unique or incomparable. Here it is clearly being used in a different context to convey a similar meaning.

: Not right. Both for God (even more so) and here - "שאין בלתו" means "שאין זולתו", "שאין אחר מלבדו" - not "שאין כמותו". The difference is great: NOT "There is no one *LIKE* him", but rather - "There is no one *BUT* him"

It means that the arrangement is the only binding arrangement, and no other arrangements shall have bearing in the matter.
Please note that "unique", as suggested, means
שאין כמותו
whereas here you really need
שאין בלתו =זולתו/מלבדו
(quite a different notion)
Another comment:

means an "indispensible condition"

Discussion
שמואל א' פרק ב', פסוק ב
"אֵין-קָדוֹשׁ כַּיהוָה, כִּי אֵין בִּלְתֶּךָ"
The translation for that is:
"There is none holy as the LORD, for there is none beside Thee"
(not "none like Thee"...)

Makes sense in the religious point of view, doesn't it?
God is "the one and only", not "one of a kind". "Single", Not "Special/unique"
BTW - "Adon Olam", that Meir mentioned, also uses "לבדו" (single/sole/only)
