Methodology
Taking existing European experience as a starting point, the project partners conducted surveys, focus groups and discussions with local residents, entrepreneurs, representatives of associations, planning practitioners and technical staff of the Municipalities in the areas involved in order to identify the learning needs of the planners and the public. Thereafter, the required learning resources were created by developing the curricula addressing the public, planners, both groups and the visualisation tools and ICT applications.
Furthermore, arrangements were made to facilitate the learning process and strengthen the involvement of local communities. These arrangements included the set up of info-participation centres in each area, providing access to computers and internet for the members of local communities; and the creation of Local Consultative Committees, consisting of representatives of the community, the planners and the project team, to manage the effort made for more involvement of the local residents of the areas involved in the project. During the final stage, PICT trained groups of the local population and the planners in each of the areas, to test the relevance and effectiveness of the tools used in the project.
