This is probably about as close as you can get to it - lines was the military term for quarters in Imperial India.

The other parts of a colonial settlement at the time were staff lines (where the officers lived) and the military cantonment where the troops were barracked.
Totally non-PC today is the expression "white town" given to such areas, which were off-limits for the native population (except for menials - wallahs).

Wenn es in einer Geburtsurkunde auftaucht, ist es doch wahrscheinlich, dass es sich hier um „Civil Lines“ als Ortsbezeichnung und damit Eigenname handelt. Denn auch davon gibt es in Indien einige: http://en.wikipedia.org/wiki/Civil_Lines_(disambiguation)
