This has to do with a Monetar Authority supervising banking activities... I don't think "office supervision" applies, as it is too restrictive; or if it does please justify your answer. Sentence:

This is most unfortunate... I guess I automatically mistyped it because the above 2 words so often go together and I was in a hurry while writing this down, while "Rakaabat Maktabiyat" is not yet ensconced in my subconscious!!!

HERE IS ANOTHER HINT... Basically, I am trying to find out what is the meaning of "maktabi" in the contexts provided, as in this one too:

Again, the text is talking about the Monetary Authority (aka Central Bank) receiving these financial reports and analyzing them... And in the previous excerpt, it was talking about monitoring the banking industry...

Financial Monitoring

There is a problem with the question, the text says مراقبة مالية, which is what I have translated here, where is the words printed on top say رقابة مالية, after the typo was corrected. I stuck to the text and translated accordingly, since it implies keeping track of the finances of the institution, rather than exercising a control function. Again this is in context with the text.

Sorry, to upset you Sister Aisha, I have had an extensive career in Finance and Banking and am purely going by the context of the text from which the asker presumably derived the term. Note that I do not disagree with you that رقابة مالية does indeed mean financial control. I assure you I am quite humble, and detest arrogance in all its forms.

Desk Monitoring

This clearly underscores the oversight role of the agency, which means that the inspector or concerned officer will be monitoring the situation from his desk based on the data he is able to obtain from the communications network. If we can surmise that the asker is requesting answer to "رقابة مكتبية" based on his third or fourth clairification then this is the translation I submit for the source term.

Let us please decide what we are exactly translating here. تحليل مكتبي would also imply desk analysis based on the information and data obtained while carrying out the desk monitoring function; i.e., as opposed to field visits and on site observations.
