I think the statement explains itself, the phrase:
والخاصة بالنقد الأجنبي
is meant here in the sense of "i.e. those related to foreign currency".
While foreign currency is commonly called عملات أجنبية, a legacy term for them that is still used in most official documents is العملات الحرة. Hence, foreign currency accounts can be called حسابات حرة.

Pondering Alaa's explanation of the meaning of " عملات حره", it occurred to me that the price-setting by the free market motivates this usage. If that is so, then "foreign currencies" is too broad; the phrase would only refer to those currencies whose exchange rate is not fixed by gov't fiat but allowed to float freely. The opposite would be not the national currency but fixed-rate currencies. If the writer had not added the caveat "i.e. in foreign currency", you could write "hard currency accounts".
