They call this 'no barrier' testing. This means that no insurance or cost will come to anyone that wants to get tested. You don't have to have any symptoms, or had contact with anyone who has COVID-19, it's for anyone who simply wants to get tested

Having googled the phrase online, I've come across multiple mentions of it in relation to Minnesota's COVID-19 testing. It appears to mean that the test is easy to do, that they have "removed barriers" to access.
