Mi duda es si debe traducir o se queda en español. En caso de que sí se deba traducir ¿sería apropiado decir "With the valid official recognition of SECRETARIA DE EDUCACIÓN...?

According to links some of which I have included above, it is "Public Education". Some may also refer to it as the Ministry of ...... although there are less hits for Ministry. What I don't understand is your comment re not translating, and assume this refers to the "Secretaría de Educación"?. Why would you not translate if there is an acceptable translation? It has been translated many times in the past into English, even on ProZ.

Be aware that if your audience is American, the correct spelling would be "acknowledgment", while for a British audience, it would be "acknowledgEment". Cheerio!

This educational program was granted official validity

For a proper understanding of the Spanish and a comprehensible translation here, I think this phrase needs a little unpacking.

The "RVOE", as it's known in Mexico, is an official recognition of a private college's educational program or curriculum (that's what "estudios" refers to here, IMO, I believe it's an ellipsis of "plan [or programa] de estudios").

"¿Cómo verificar si tu plan de estudios tiene RVOE?

Puedes verificar digitalmente si tu programa académico universitario tiene Reconocimiento de Validez Oficial de Estudios en la página de la Secretaría de Educación Pública:

I'd be tempted to translate it like this:
