omitted in duplication

English to Arabic Bus/Financial Finance (general) Contract
The Contractor disagrees with the Consultant and raised the Claim for the difference in the assessment which is omitted in duplication.

More context Since the boundary wall is omitted generally through evaluation of site instruction no-22, the same portion should not be omitted in the evaluation of site instruction no 15.
In view of the above, the Contractor needs to be compensated for the erroneously omitted amount.

Given the context it could mean that even though the expression is quite uncommon and probably incorrect semantically. We can say something was provided in duplication, because we are talking about copies, but the same cannot be said for the number of times.
