More context I wonder why my colleagues have assumed that it is an acronym for a company type. It might be the initials written at the top of letter fore the sake of referencing and archiving especially if such an acronym appears right under the letterhead as the asker indicated; e.g.
ش: may stand for شؤون Affairs
ق: may stand for قانونية legal or قضائية judicial
There is a wide range of possibilities as long as there is no context.

No, I don't think so HCWW may mean الشركة القابضة لمياه الشرب والصرف الصحى, but (.ش. م. ق. م) represents the type of legal entity of any company, i.e.
WLL/LLC - limited liability company - شركة ذات مسئولية محدودة - ش م م
HC - holding company - شركة قابضة
KSC - Kuwaiti Shareholding Company - ش م ك
QSC (c) - Qatar Shareholding Company(closed) - ش م ق م

ممكن ان تكون أيضا شركه مساهمه قطريه محدودة اذا حسب موقع الشركه واذا كانت في مصر فانها شركه مساهمه قابضه مصريه بحسب المصادر
