I think word by word, literal translation is usually "калька", so I would just stick to "special purpose funding" or "specific purpose funding" or "intended funding".
I believe it won't be incorrect.

Борис, спасибо за замечание, Вы абсолютны правы в отношении "способа передачи". Меня, честно говоря, больше всего смущают "денежные средства для целевого использования" в данном контексте, поскольку вариантов встречается масса, но понять, что из них не калька, пока не смог

There are two answers, one is transfer, another one is allocation,
I am not saying "transfer" is incorrect, otherwise I wouldn't suggest that,
But I also prefer allocation, why because it is about the issues of social importance. Besides, I don't think we should translate words, based on the context, allocation is also possible.
But I am sure your tech approach is far from what is meant in here, sorry.

You do realise that the subject of this sentence is способ передачи, not распределение (of which there is no mention whatsoever), don't you? Or are basic rules of grammar a minor obstacle for a flight of interpretative fancy?

I don't think technical means of transferring is meant here as Boris mentioned, this is about special purpose funding, Financial organizations or whatever who deal with this, allocate funds to solve those issues. Transferring funds (technically) is far from what is meant here, IMHO.

Yes, Igor, I understand what you meant, I am thinking "intended allocation" is better choice here, in order to transfer funds for a specific purpose, they allocate those funds, allocating funds for a specific purpose is the same as intended allocation.

Thank you Turdimorod, but here is "a transfer of money/funds for a specific purpose/usage" instead of "intended transfer". I suppose that it should be a specific term for this, however I am not sure

Thanks, Perhaps, you will send funds directly to their bank account technically, or will you use ATM to solve those issues of social importance?
