I'm not sure what afspiegelen means in my context, I don't think it has anything to do with the afspiegelingsbeginsel

This is obviously internal jargon, like "kennis matrix" in your discussion-box example. It gets almost no hits, and I don't think its exact meaning is your problem.

In summary, these survey findings on matching show a labour force keeping ahead of, or keeping up with, changing formal job requirements. Carrying out a so-called 'knowledge gap analysis' is what came to my mind first after reading your question (incl. the two example sentences provided) but the additional examples from your source text (as provided in the D-box) are indeed confusing. Analyseert de verschillen tussen de vereiste en de aanwezige kennis in zijn team, dit aan de hand van de XXX functie kennis matrix en rechtvaardigt de beslissing om geen afspiegeling uit te voeren suggests that the knowledge gap analysis precedes the 'afspiegeling'.

en te beoordelen in hoeverre die kennis voldoet aan de functiebehoeften
