English to Spanish Law/Patents Certificates, Diplomas, Licenses, CVs Birth Certificate

I am translating a birth certificate from the Republic of Serbia from English to Spanish.
There is a term that I would like to request help.

If "Vital Records" is "Registro Civil," how would you translate "Civil Registers"?
It seems that both are synonyms but not sure why both are mentioned in the source text.

Source Text: "Division for Vital Records, Civil Registers and Elective Rights"

My translation: "Oficina de Registro Civil y Derecho al Voto"

Any suggestions?
