Il contesto è una causa concernente un'Autorità indipendente (cfr. l'ordinanza del Consiglio di Stato https://www.giustizia-amministrativa.it/cdsintra/cdsintra/Am... ).
L'autorità ritiene che non dovrebbe essere soggetta alle disposizioni in tema di contenimento e razionalizzazione della spesa pubblica, "in quanto l’Autorità opererebbe in regime di sostanziale autofinanziamento, potendo imporre _prestazioni non spontanee_ ai soggetti sottoposti all’attività di vigilanza".
PS: si tratta di una traduzione italiana-estone, ma il forum italiano-estone è praticamente inesistente, quindi lo chiedo qui, cercando almeno di capire meglio il concetto; anche spiegazioni sarebbero utilissimi.

I think that this is prestazione in the sense of payment. Consequently you can translate prestazioni with many words (payment, charges, fees). I imagine that all Telecom operators are obliged to pay an annual fee of some sort to the operator, and also others for specific services. Whether you prefer "compulsory" to "non optional" is up to you. I would use compulsor.
To quote the Treccani on civil law: "La prestazione può essere determinata in natura o in denaro, o – più esattamente – può essere di specie o di genere. .... Le prestazioni di genere, di cui la più tipica è quella consistente in una somma di denaro, vengono eseguite puntualmente con il versamento al creditore della quantità della cosa dovuta. ... Forgot. This interpretation makes perfect sense from the context. This independent authority can impose compulsory charges on its operators and therefore is not subject to spending review measures: it can charge what it likes.
Not that I agree with the logic. It obviously pushes up phone bills.

| Well, at least the court seems to think that they should limit their expenditure nevertheless, for the reason that they shouldn't just ask the operators however much they want; actually, the law treats these charges much like any taxes, so they just cannot impose any rates they would like. |

"prestazioni spontanee" are optional or voluntary or voluntarily offered services so I imagine "prestazioni non spontanee" are where there is no element of free choice - you just have to do it. Essentially they are saying they have no money so they are just telling people to do the job and that's it.
To avoid people thinking you are referring to military conscription you need to insert a qualifying adjective - "social" would be OK unless you have context that defines the type of service better.
