Это если имеется в виду велосипед. В автомобилях, например, они могут по-другому называться: lever (< рычажок).

gaiter

Peer comment(s):

disagree Aleksandra Kleschina : "Gaiter" means "защитный кожух", not "манетка"... "Handlebar gaiters" have 13 (!) Google hits. If you mean "handguards", then (a) it's not what they are called and (b) it's not what the question is about. "Манетка" is a shifter, do a Google image search.

The context is about Bicycle Parts and handlebar gaiters are just ones.
neutral Alexander Kayumov : Sorry, but this is clearly wrong

The answer can be found on Wikipedia

It's a bicycle part (is is handlebar).
Note from asker:
But I have already got a handlebar! There is no Russian version there in Wkpd, BTW! Thanks anyway.
Now I found what you meant! There IS a Russian version there! You were right. Thank you very much, Max.

neutral Alexander Kayumov : Apparently, it's not THAT evident (see the second answer). :) And therefore it's deserves to be a question and to get an answer.
