J'hésite sur le sens de "scope" - portée ou cadre, vision ou autre chose puisque ça repose sur des "déclarations" plutôt que sur des ententes formelles. C'est peut-être ce "in" (vs. "of") qui brouille les cartes.
I think the sentence needs to be turned around in FR. (It might have benefited from being turned around in EN too!)
Ces termes semblent bien correspondre à l'idée, mais ils ne sont pas faciles à intégrer dan une phrase de ce type.
