Upon pleading guilty, the defendant may petition the court for simplified proceedings - without analysis of evidence, etc.
This is not a specifically Russian procedure, there are similar arrangements in many countries (seach for "simplified proceedings" + plea + guilty).
Conversely, "в общем порядке" means the regular arrangement.
"В установленном порядке" has nothing to do with this, it's just a long way to say "duly".
