As fontes que eu pesquisei foram unânimes em dizer que é uma expressão informal. Veja Wikipedia, por exemplo. O verbete em inglês remete ao francês "argument qualitatif", que poderia ser traduzido literalmente como "argumento qualitativo" em português. O blog Pulo do Lobo (v. referência abaixo) traz um artigo com esse título. Nas minhas divagações internáuticas encontrei uma discussão muito interessante sobre "handwaving" e deduzi, ao final, que "conversa fiada" pode ser uma tradução plausível, dependendo do contexto.
