It's almost not worth posting this as a different answer, since obviously the other people replying understand the sentence perfectly well, but because the result clause is in the present ("today"), it should be "would be".

...the Palestinians would all be in Palestine today

And Emilia, the لـ is there because it's required by the جملة شرطية (hypothetical sentence): لو ....لـ
