Attract? When something attracts another, that implies that it is originally attractive. But the sentence implies that the government is taking measures to look/be attractive to the NGOs, so, it is luring them.

Either attract or win أعتقد أن العبارة يجب أن تكون: ينبغي على الحكومة أن تستقطب المنظمات غير الحكومية (أو ما شابه) وبالتالي تكون ترجمتها: The government should win (or attract) NGOs. أم انني على خطأ يا ترى؟
