This comes from an incorporation deed for an NGO and refers to the articles/regulations for meetings - what can be decided there, how the members should be represented, when they should meet etc. There was a whole section on "assemblée generale", and now "assemblee effective" - I am sorry if this question has been posed before, but I cannot find archival reference.

don't think this is a type of meeting, just the heading for the rules govern meetings
my bet is that the types of meeting are proceeded by the definite article...

now that I see your addl context, I would say it is singular... just valid meeting... a valid meeting in your context (since we use the definite and indefinite article differently than French...

once I saw your addl text I realized this is basically the same thing you see in many Bylaws... that a written recolution signed by all those with voting rights is deemed equivalent to a resolution passed at a duly convened meeting with a quorum

So... what they really mean is that if all procedures are followed then the meeting was valid... "A written decision signed by everybody with voting rights at a general meeting is considered a decision taken at a valid meeting. - i.e. it is considered a valid decision... |
A written decision signed by everybody with voting rights at general meetings is considered the equivalent of a decision taken at a real meeting. I think that is the true meaning - there doesn't have to have been a real meeting if these procedures have been followed in the decision making process - the decision is valid as if made at a meeting. |
