Could someone tell me if penales modifies both juzgados and salas or just salas? I was considering "criminal courts and ?? (division?)" but perhaps it is all courts and a particular kind of criminal court? Thanks!

The "juzgados" are the trial courts and the "salas" are appeals courts going up to the Supreme Court.

At least they are if this is from Mexico (CONTEXT).
