If this is to do with the building industry, as seems to be suggested by the comment 'transformation/renovation', then second fixings is indeed one of the disciplines in building contracting. It means after the structural stuff is done (premier oeuvre), a different team of carpenters (etc.) moves in to fit windows, doors, and all the fancy stuff.
I suspect that both of your occurrences may indeed be the same, if by 'premier oeuvre' they could be referring to 'structural work'.
Of course, all my suppositions are entirely based on what I presume to be the wider context, which you haven't given us!

Your \'premier oeuvre\' is definitely what they call \'first fixings\', at least in tradesman-end jargon
I think \'branches\' just means the various \'trades\': plumbers, carpenters, electricians, plasterers, painters, etc.
I don\'t see any reason why you can\'t say \"...particularly in the finish work trades\".
I am slightly more suspicious about that term \'finish work\', \'cos it rings slightly odd to my ears; however, that\'s probably just because I\'ve never come across it before.
