Il s'agit en outre de renforcer les relations entre la ville de Recife et Nantes - avec laquelle il existe un accord de jumelage - et promouvoir de nouveaux accords de coopération entre institutions, professionnels et partenaires privés, ainsi qu’avec l’académie, qui agit sur des projets d’éclairage dans la mise en œuvre et récupération d’espaces urbains.
