もしかして、この場合は主動機が「油圧機」に対して「水圧機」に切り替えているということでは...(Swtich to the (water) hydraulic equipment from the main machine, which is driven by oil hydraulics.)
文脈に合いますでしょうか。
もう一つ考えられるのは「主動機」が「手動機」のミスですが...

: I agree. I think a correct sentence is 「主動機稼動より水圧機可動となる。」 which means "Operation of the main machine makes it possible to operate the (water) hydraulic equipment.".
