Intendo o que está dizendo, mas quando o Heritage Foundation fala em "advocacy" eles querem dizer lobby politico mesmo e educação do público para ajudar na incidência politica deles.A Heritage foi criado para influir as políticas públicas do país. Para mim, ouvir a palavra advocacia em português me faz pensar automaticamente em advogados, que tem outro sentido. Mas posso estar errado, como disse, minha língua mãe é inglês. I know that Heritage is talking about a lobbying arm of its organization, as it is very common among NGOs. I worked in an NGO in Washington, DC for seven years, and many NGOs have these lobbying arms or off shoots. The question is how to best translate that. My strength is more in the opposite direction, Portuguese to English, but the two ways I have heard NGOs here in Brazil talk about lobbying, they use "lobby" mesmo, ou, incidência politica. Obrigada pelo link e explicação. Contudo acho o termo "incidência política" algo redutor, porque muitas das manifestações de "advocacy" (direitos humanos, direitos dos animais, alterações climáticas) dizem respeito a acontecimentos isolados, a factos, e não necessariamente a temas suscetíveis de terem respostas imediatas através de legislação. Exemplo: se um vizinho abater as árvores do jardim dele para instalar dez painéis solares, estará porventura/quase certamente no seu direito, mas eu posso achar que os pássaros que lá tinham os ninhos precisavam de ser protegidos. Protesto. Defendo a causa daqueles pássaros. Mas o vizinho não violou a lei. São interesses opostos. São causas, vontades, que não se refletem necessariamente em políticas. Penso eu... Nem sei se me expliquei bem sequer, mas agradeço o seu link.

It's very common for NGOs in the US to create off-shoots to be able to do more political advocacy. This part of the organization focuses exclusively on lobbying and influencing Congress, government agencies, etc. This is how Heritage Action describes itself (all about lobbying, educating to pressure politicians, etc. nothing about legal services)

Penso que o termo lobby é mais específico e direcionado enquanto advocacia é mais amplo e cabe em diferentes contextos. Como não sabemos exatamente o contexto, o termo advocacia me parece mais certeiro.
Não sei se "advocacia" seria o termo certo porque implica mais trabalho legal como advogado, mas quando falam de "advocacy" aqui, estão referindo a fazer "lobby."
