I'd like to check with the client about this, but will need to coordinate my textual questions with the other translators involved, so it may take some time. I think 'minor fraud' is the most likely option though. Thanks to everyone for their detailed thoughts on this one so far!

Company does all sorts: construction, property development, urban development, civil engineering, metallic construction, roads, energy systems and concessions. As part of the latter, it operates infrastructure and public amenities, including transport systems (e.g. motorways).

Like your idea of (shorthand for) "fraude à la fausse contravention"... and one of the things that comes up on a gsearch is "Fausse contravention stationnement : Attention à l'arnaque ...". Thus adding some weight to this idea that the company is one involved in road management services. Asker could help by confirming/denying.

The list gestion de la paie, la lutte contre la fraude contraventionnelle, le flux libre et les voies de covoiturage is strangely disparate. Car-pooling lanes? Now, were the company a motorway operator I could understand that car-pooling lanes might benefit from special rates. And the labelling of those prices should be clear and understandable. If they are not, and the operator benefits financially somehow from any confusion, it is a contravention de fraude (Google that in conjuction with étiquetage), which has possible been converted to fraude contraventionnelle. Utilisation par plusieurs personnes d'une voiture particulière appartenant à l'une d'entre-elles. Il permet dans certains cas de bénéficier d'un accès à certaines zones de centres urbains ou de réduction sur les péages."

contravention is in fact "petty offence; summary offence" according to Bridge. So it may well mean "lesser offences of fraud", something like that. But fraud in UK law is a pretty serious crime, and I assume it is in France too, so slightly oxymoronic if this is the gist.

However, fraude in French legalese is also something of a faux ami: it often means "evasion" instead.

So this may well mean "minor expenses fiddling"... and lutte contre thus "prevention of ..."

"Une fraude contraventionnelle" in French is when someone tries to scam someone else by sending mails or emails saying they have to pay a fine (or a ticket). (then they steal your data etc..)
It makes sence as they that they refer to AIPD (Analyse d'Impact à la Protection des Données)
"Lutte contre la fraude conventionnelle" would be: the fight against fake fines fraud (or you can phrase it better according to context)

As some of us know, the late Lord Denning in the Court of Appeal suggested a third standard vs. burden of proof for fraud, and lying somewhere between civil on the balance (AmE: preponderance) of probability/ies and criminal beyond reasonable doubt. Though rejected in E&W by the higher courts, this proposition has never quite gone away, esp. in standard UK textbooks on the (baffling) law of evidence.

Otherwise, I agree with first Discussion Entry, notably fraud - unless with cast-iron and copper-bottomed 'metal-like' proof - ought not to be pleaded by Counsel in E&W

I do verily and sincerely suggest taking a look at the offenc/se at the civil-trial judgment or criminal-trial sentencing stage: in 1968, misdemano*u*rs changed to non-serious, later non-arrestable and 'Gangsta Rap' felonies to serious, arrestable offences.

Methinks the Americans and/or Canadiana are ahead of the Brits in the fraud game, but low(-)level fraud is a concept used in Blighty: nifa.co.uk/blog/low-level-fraud-increasing/ though an analysis wll be needed to distinguish from 'invasion of privacy' and 'breach of confidence' inlcuding revenge porn.:

I don't know how we distinguish between amende (>25,000F; 5 times more for les personnes morales) and contravention, the maximum amount of which is (or was at the time my dict. was published] 20,000F (and, again, 5 times more for les personnes morales).

Possibly 'civil fraud' vs 'criminal fraud', as defined here:

Then there's ’serious fraud' which might fit into the picture somehow.

Making matters worse, amende and contravention are in theory not both fines: a contravention is the misdoing, an amende is the punishment for the misdoing:

So while everyone says J'ai eu une contravention, what they should say is J'ai fait une contravention.

Not being a legal expert I cannot guarantee that there is any real similarity between the French and 'English' practice in matters of fraud.

To play safe, maybe an 'explanatory translation' might work best: "fraud punishable by application of a fine of a lesser amount". Or 'minor fraud' (as opposed to 'major fraud'), about which you can read here: https://amstrachan.co.uk/fraud/

Les contraventions, les délits et les crimes sont les 3 types d'infractions: titleContent punies par une sanction pénale (amende, prison, etc). La principale différence se trouve au niveau de la gravité de l'acte et des sanctions encourues. La contravention est l'infraction la moins grave, le délit est l'infraction intermédiaire et le crime est l'infraction la plus grave. En fonction du type d'acte commis, les juridictions et les délais de prescription: titleContent diffèrent.
