Explanation:
"Une fraude contraventionnelle" in French is when someone tries to scam someone else by sending mails or emails saying they have to pay a fine (or a ticket). (then they steal your data etc..)
It makes sence as they that they refer to AIPD (Analyse d'Impact à la Protection des Données)
"Lutte contre la fraude conventionnelle" would be: the fight against fake fines fraud (or you can phrase it better according to context)

As some of us know, the late Lord Denning in the Court of Appeal suggested a third standard vs. burden of proof for fraud, and lying somewhere between civil on the balance (AmE: preponderance) of probability/ies and criminal beyond reasonable doubt. Though rejected in E&W by the higher courts, this proposition has never quite gone away, esp. in standard UK textbooks on the (baffling) law of evidence.

Otherwise, I agree with first Discussion Entry, notably fraud - unless with cast-iron and copper-bottomed 'metal-like' proof - ought not to be pleaded by Counsel in E&W

I do verily and sincerely suggest taking a look at the offenc/se at the civil-trial judgment or criminal-trial sentencing stage: in 1968, misdemano*u*rs changed to non-serious, later non-arrestable and 'Gangsta Rap' felonies to serious, arrestable offences.

Methinks the Americans and/or Canadiana are ahead of the Brits in the fraud game, but low(-)level fraud is a concept used in Blighty: nifa.co.uk/blog/low-level-fraud-increasing/ though an analysis wll be needed to distinguish from 'invasion of privacy' and 'breach of confidence' inlcuding revenge porn.:

I don't know how we distinguish between amende (>25,000F; 5 times more for les personnes morales) and contravention, the maximum amount of which is (or was at the time my dict. was published] 20,000F (and, again, 5 times more for les personnes morales).

Possibly 'civil fraud' vs 'criminal fraud', as defined here:

Then there's ’serious fraud' which might fit into the picture somehow.

Making matters worse, amende and contravention are in theory not both fines: a contravention is the misdoing, an amende is the punishment for the misdoing:

So while everyone says J'ai eu une contravention, what they should say is J'ai fait une contravention.

Not being a legal expert I cannot guarantee that there is any real similarity between the French and 'English' practice in matters of fraud.
