It seems to me that "all-inclusive" probably isn't *exactly* the same as Adrian's "flat-rate", although they are similar. But do we talk about wages/salary being "flat-rate"? Services can be "flat-rate".

Also, perhaps "all-inclusive" leaves open the possibility of a pay increase, or reduction: in other words it is agnostic about the level, and merely states that no accessoires will ever be paid.

I tried to imagine a snappier but non-ludicrous English term. Can't think of one.

neutral  Daryo: there is also another element: a regular/proper civil servant is "employed for life", this "agent à solde global" looks to me more like a "temporary external contractor"
