Melhor explicando, o homem foi preso por um crime, depois foi preso por outro (murder) em flagrante, por isso a policial fez o procedimento de prisão novamente para a segunda imputação. O procedimento de prisão/detenção no Canadá é "caution and charter"

neutral  Bett: fiquei na dúvida por causa de "Cautioned" que em BREN seria o equivalente à "MIRANDA" dos EUA. IMHO "Chartered" seria o mesmo que "Mirandize" ou "Cautioned", após a prisão propriamente dita.

Reitificando a minha sugestão anterior, na qual negligenciei o termo "arrested him" logo acima do termo em dúvida, "to charter" tem o sentido de informar ao preso os seus direitos constitucionais, com as referências que postei na outra sugestão.
