I worked fifteen years in a company operating worldwide, rubbing shoulders with Sales/Commercial people (domestic or international) also from other companies, as a a project manager and quality leader, and there wasn't any difference among sales people: there were no technical sales reps and (simple) sales reps. They all do the same job of peddling the company's product wrapped in a bunch of lies behind a smokescreen, despite the esthetically beautiful and mouth-watering presentations prepared by "engineering/design/proposal" engineers.

However often they do come form technical (especially R&Q departments) because sometimes it's ingrained lore (especially in IT/FR) that if you know (from a technical point of view) the product you can better sell it to the customer , which means you can tell more believable lies (which is disputable).

We could argue that in smaller organizations they would need one person to cover two figures, however, that is the 'proposal engineer' and the 'salesperson'. In that case only I would call him/her a "technical sales representative". But that must be the case.

The international bit is trickier – export/international markets?

For me, there is definitely a clear distinction between sales and technical sales.

that as far as I'm aware, there is not really an equivalent in UK.

In UK you can you get either a formation in selling/marketing or a technical formation. Not a combined one.

Whichever way you put it, it will probably sound odd in UK. In UK people doing selling are expected to be good at marketing BS, no one expects from them to really know all the fine points of what they're selling.

I agree with FPC,

if i had to put it as a job title with sticking to the terms, i'd probably thing about something like:
Technical sales representative, international scale operations
but i don't know if it's sthg you could see frequently, also the meaning is the same pointed out by FPC.

For me it's just International Sales. The French (and Italian) often love to add technico-/tecnico- to underscore the person is also technically competent, but I've rarely, if ever, seen it in English job titles.
